CO2 fleet regulation for light commercial vehicles: target path and deadlines
As of: September 11, 2026
The CO2 fleet regulation obliges vehicle manufacturers to reduce the average CO2 emissions of their newly registered vehicles in the EU over time. The legal basis is Regulation (EU) 2019/631, tightened by Regulation (EU) 2023/851. The reference year is 2021 based on the WLTP measurement procedure.
Target path for light commercial vehicles
2025: −15 % compared to 2021
2030: −50 % compared to 2021
2035: −100% compared to 2021
Flexibilization 2025 to 2027
With Regulation (EU) 2025/1214, target achievement for the years 2025 to 2027 will be assessed as a three-year average instead of on an annual basis. The targets for 2030 and 2035 remain unchanged.
What this means for fleet operators
The regulation is aimed at manufacturers, not operators. Its effect on operators is indirect: it determines which vehicles are offered, under what conditions, and with what priority. From 2035, no new light commercial vehicles with CO2 emissions may be registered in the EU. For fleets with a typical retention period of five to eight years, this means that the last diesel vehicles purchased today will run into the transition phase.
Relationship to HEERO Motors
HEERO Motors develops exclusively battery-electric vehicles.
